Project Highlights

The project was delivered within six months, by the required completion date, allowing the Client to open the service centre as planned in January 2018.
Delivery of a community focussed project of unknown scope from conception to completion.
The project involved extensive refurbishment works and external works to the existing UnitingCare Queensland site, featuring a family room, children’s playroom, group therapy room and children’s playground.
Lead Consultants was engaged by UnitingCare Queensland as the Project Manager, Superintendent and Quantity Surveyor for the refurbishment works for the New Parent Infant Network (NEWPIN) Cairns Facility. The NEWPIN Cairns Facility is the first of three centres to be opened by UnitingCare Queensland as part of a Queensland Government program designed to strengthen family engagement amongst First Australian families.

Obstacle

This was the first time UnitingCare Queensland had undertaken a project of this nature, and as such, no defined scope of was proposed. Additionally, as per the Queensland Government directive, it was essential that the project was to be delivered within six months. As the client had no prior experience of a project of this type, the knowledge and expertise of Lead Consultants was critical to ensure the development was achievable within the time constraints, budget limitations, and fit for purpose.

Our Approach

With consideration to the limited project timeframes and no defined scope, tendering the project to multiple contractors was an unviable option. Therefore UnitingCare Queensland agreed for Lead Consultants to request only one itemised quotation from an experienced Contractor, who was based in Cairns. The itemised quotation provided the Client with the flexibility to decide what items were to be included and excluded from the finalised scope of works.

Lead Consultants also facilitated several site inspections with the Client and Contractor throughout the pricing stage to develop the scope of works. The Contractor’s quotation was revised several times to reflect the evolving scope, ensuring it captured all of the projects intended characteristics, remained under UnitingCare Queensland’s budget and was able to be implemented on time.
