Grant Funding Application Assistance

Lead was engaged by Australian Regional and Remote Community Services (ARRCS) to provide grant funding application assistance to redevelop the Docker River flexible aged care facility. As a result, ARRCS was successfully awarded $39m in capital funding as part of the National Aboriginal and Torres Strait Islander Flexible Aged Care (NATSIFAC) Program 2021-25 Residential - Targeted Residential Aged Care Infrastructure grant. This grant opportunity is part of the Aged Care Capital Assistance Program (ACCAP) facilitated by the Australian Department of Health which is aimed to redevelop existing aged care facilities across the country.

ARRCS received confirmation of successful grant funding in June 2022 and executed the grant agreement with the Department of Health in December 2022, enabling the project to proceed. The redevelopment involves constructing a complex building to accommodate 26 residents and provide palliative care and community services to Docker River in Kaltukatjara, NT.

Grant Funding Management

Lead regularly manages grant funding agreements on our clients’ behalf, ensuring that a high level of quality assurance is provided. As Lead assisted on the grant funding application for the project, our team has the intimate knowledge of ARRCS desired project objectives and outcomes. In such, our team has been further engaged to provide oversight and management of grant funding Milestones and reporting. This includes drafting documentary evidence of project progress, providing continuous cost reporting including income and expenditure statements and liaising with Department representatives on funding clarifications and requirements.

Aged Care Project Delivery Consultants

Requiring rigorous management due to the remote location presenting unique challenges, ARRCS engaged Lead as Age Care Project Delivery Consultants due to our expertise in the sector and knowledge in regional and remote project delivery.

Through an extensive design phase, it was evident that the logistics of building infrastructure in such a remote location was going to be challenging and costly. After an EOI period, the project team determined the construction methodology would be modular fabrication as transporting modular units to site upon completion significantly reduced construction costs.

Given the remoteness of the construction site, management activities are conducted primarily through virtual means with monthly site visits to Alice Springs and Docker River. This hybrid management approach ensures regular oversight, while allowing flexibility in addressing the logistical challenges posed by the project’s location.

FFE Procurement, Commissioning & Consulting

Having served as Commissioning Manager for various ARRCS projects, Lead’s commissioning team has been engaged to manage the procurement of Furniture, Fixtures and Equipment (FFE) for the project. This includes consulting with the local community and organising opportunities for local providers to be included as part of delivery. Furthermore, Lead’s commissioning team has been engaged throughout the design phase to provide consulting services to ensure FFE selected is appropriate and fit for purpose.
